Why do Germans prefer “inward opening and reversing windows”?

The so-called inward opening and inverting window means that it can be opened flat to the interior like a normal internal casement window, and at the same time it can be inverted, i.e., the lower part of the window remains in the same position, while the upper part slopes towards the interior.
